Egypt's FRA Egypt's FRA APPROVES FOUR COMPANIES FOR NON-BANKING FINANCIAL ACTIVITIES The Financial Regulatory Authority (FRA), chaired by Islam Ezzam, has approved four companies to engage in a range of non-banking financial activities, as part of its ongoing efforts to enhance the efficiency and com- petitiveness of the sectors under its supervision, expand financial serv- ices, strengthen Egypt’s investment appeal and broaden access to finan- cial services. The approvals include the granting of a temporary licence to Al Ahly Healthcare Services to conduct Third Party Administrator (TPA) activities under the Unified Insurance Law No. 155 of 2024 and the FRA’s Decision No. 229 of 2025, which establishes the regulatory framework governing the activity. With this latest approval, the FRA has now granted temporary licences to nine companies to operate as Third Party Administrators (TPAs), while one company has received a tempo- rary licence to conduct specialised medical insurance, or Health Main- tenance Organisation (HMO), activ- ities. A number of other companies are still in the process of meeting the regulatory requirements. The Authority also approved the reg- istration of the Egyptian Services and Collection Company in its register of companies authorised to collect fi- nancial receivables on behalf of non- banking finance companies and institutions. The company becomes the third to be registered for debt col- lection activities, while applications from more than 30 other companies are currently under review. In addition, the FRA authorised Prime Securities Brokerage to trade government securities and financial instruments in the secondary market. Arabeya Online Brokerage also re- ceived approval to trade Global De- positary Receipts (GDRs) corresponding to securities listed on the Egyptian Exchange (EGX). The Authority grants such approvals as part of its constitutional and legal mandate to regulate and supervise non-banking financial markets and instruments, including capital mar- kets, futures exchanges, insurance activities, mortgage finance, financial leasing, factoring and securitisation. It is also responsible for approving the establishment and licensing of companies operating in these sec- tors. Incorporation and licensing deci- sions are issued based on the recom- mendations of the FRA’s Committee for the Incorporation and Licensing of Companies and their Branches. The committee examines applica- tions and issues preliminary and final approvals for companies, reviews re- quests to add new activities and busi- ness mechanisms, and considers applications to open, close or relo- cate branches. The committee is also responsible for approving amendments to compa- nies’ articles of association, remuner- ation and incentive schemes, overseeing changes to companies’ legal and regulatory status, including entry into or exit from the legal frameworks governing securities and consumer finance companies, and examining applications for liquida- tion or the voluntary temporary sus- pension of business activities.
