FINANCIAL INNOVATION FOR STABLECOINS Stablecoins represent a major finan- cial innovation because they com- bine the price stability of traditional currencies with the efficiency, pro- grammability, and global accessibil- ity of blockchain technology. Their development enables near-instant cross-border payments, lower trans- action costs, continuous 24/7 settle- ment, and greater financial inclusion for individuals and businesses that have limited access to conventional banking services. One important innovation is the use of smart contracts, which automate issuance, redemption, compliance, and settlement processes without re- lying on multiple financial interme- diaries. This reduces operational costs, increases transparency, and improves transaction efficiency com- pared with traditional payment sys- tems. Another innovation is tokenized re- serve management, where fiat cur- rencies, government securities, or other assets are used to back stable- coins. Combined with real-time au- diting, blockchain transparency, and automated reporting systems, this ap- proach enhances trust and account- ability while maintaining price stability. Stablecoins also foster innovation in decentralized finance (DeFi) by serv- ing as a stable medium of exchange, store of value, and settlement asset for lending, borrowing, trading, and digital investment platforms. Their integration with digital wallets, pay- ment gateways, and e-commerce systems expands the scope of digital financial services beyond traditional banking. From a policy perspective, financial innovation in stablecoins is sup- ported through regulatory sand- boxes, fintech hubs, digital asset licensing frameworks, and public- private partnerships. Countries such as the UAE, Singapore, and Bahrain have adopted these approaches to encourage innovation while ensuring consumer protection, financial sta- bility, and regulatory compliance. Ultimately, stablecoins are evolving into a bridge between traditional fi- nance and the emerging digital econ- omy. ROLE OF ARAB BANKS FORWIDER STABLECOIN DEPLOYMENT Arab banks and regulatory authori- ties play a critical role in expanding stablecoin adoption by creating clear legal frameworks, ensuring financial stability, and building trust among users and investors. Central banks can establish licensing requirements, reserve standards, redemption rules, and cybersecurity guidelines to en- sure that stablecoins operate safely and transparently. The UAE and Bahrain have already introduced dedicated frameworks for regulating stablecoin issuance and operations. Commercial banks can support de- ployment by acting as custodians of reserve assets, facilitating stablecoin issuance and redemption, integrating Stablecoin Innovation Lebanon faces several obstacles to stablecoin deployment, including regulatory uncertainty, limited bank- ing integration, cybersecurity con- cerns, and a lack of formal legal recognition. The absence of clear li- censing and supervisory frameworks may discourage institutional partici- pation and foreign investment. Fur- thermore, limited consumer protec- tion mechanisms create risks for users operating within informal mar- kets. These challenges can be addressed through comprehensive regulation, partnerships between banks and fin- tech firms, stronger cybersecurity standards, and increased public awareness. Establishing a clear legal framework would improve trust and enable stablecoins to contribute more effectively to financial recovery and digital transformation. the BANKING EXECUTIVE 16 ISSUE 213 SEPTEMBER 2026 Stablecoin Status in Lebanon Aspect Regulatory Framework Local Stablecoin Issuer Main Stablecoin Used Adoption Level Main Uses Status No dedicated framework None USDT High informal adoption Savings, remittances, trade payments
